Chapter 3 DUTIES OF SHOW OFFICIALS AND EMPLOYEES
A. DUTIES OF SHOW MANAGEMENT 1. To provide physical facilities to accommodate the show, including a safe, adequate and accessible area set aside for inspection of horses by DQPs and/or VMOs, and the necessary personnel for the DQP to carry out his duties. The inspection area should be protected from the weather. A warm-up area should be provided adjacent to the inspection area. A telephone must be available at shows were horses are stabled overnight. 2. To hire qualified judges and obtain, if necessary, guest cards for judges. Show management must abide by all decisions made by a judge and in no way try to influence his decision or procedure. 3. To employ personnel needed to insure a successful show, such as: · Show Manager · Announcer · Ringmaster · Paddock Master · Gate Attendants · Ring Clerks · Farrier · Law Enforcement Personnel · First Aid Personnel · Organist 4. To provide a veterinarian on the grounds or on a stand-by status. 5. To use DQPs assigned by the HPC and provide DQPs access to all records and areas of the grounds and the same right to inspect horses and records as is accorded to any APHIS representative. Management may not take any action that would interfere with or influence a DQP in carrying out his duties or making decisions concerning whether or not any horse is sore or otherwise in violation of the Horse Protection Act or regulations. 6. To inform all entries that the event is affiliated with the Horse Protection Commission, Inc. and that they will be required to abide by all of its rules and regulations and will be bound by same by signing the entry form. Will make the Horse Protection Act and its regulations along with the Horse Protection Commission rulebook available to the participants in the event office, throughout the duration of the event. 7. To furnish and maintain control over all lubricants used on padded horses at the show or exhibition. 8. To provide, without charge, APHIS representatives with unlimited access to the grandstands, sale ring, barns, stables, grounds, offices, and all other areas of any horse show, horse exhibition, or horse sale or auction, including any adjacent areas under their direction, control, or supervision for the purpose of inspecting any horses, or any records required to be kept by regulation or otherwise maintained. 9. To make every effort to insure the personal safety of all officials representing TWHSA, HPC and APHIS. 10. To enforce all rules of the HPA and TWHSA from the time entries arrive at the show grounds until their departure. 11. To have measured any horse whose height, shoe dimensions, or height of pad and toe length is protested by an exhibitor. Such measurement shall take place immediately. The decision of the show officials shall not be overturned by TWHSA. 12. To eliminate, without waiting for a protest to be made, any entry that is found to be ineligible. 13. To insure that the DQP, judge, ringmaster or the person that hires/contacts the judge or members of his immediate family do not compete in a show at which he is participating in an official capacity; nor shall any horse owned by any of the above be shown at this show. A show manager may not serve as a judge or DQP at his own show. Exception: A ringmaster or his immediate family may compete if they do so only before assuming official duties. 14. To insure that the order or time of classes is not changed unless exhibitors, judges and DQPs are notified. 15. To receive and act upon protests in accordance with the rules, and to report whatever action is taken to the TWHSA. If a protest is upheld, the class will be re-tied. In the event that a person participating at a show commits an offense or violation described in the rules, the management of the show may, at their discretion, disqualify that person from further participation in their show only. 16. To disqualify any exhibitor and/or his entries if there is just cause and to rule that he forfeit his winnings and ribbons at that show, and, if necessary, to have the horses of such exhibitor removed from the grounds without being held liable for damage. All such actions must be reported to TWHSA. 17. To post in a conspicuous place during the show, copies of the judges’ cards, at those shows using a multi-judge system. 18. To pay premiums and other expenses of the show. 19. To maintain the following records: · Date and location of the show · Names of sponsoring organization, show management, DQPs and judges · Copy of show program · Copy of entries and placings in each class 20. The DQP is employed and to be paid by the show management. Event management agrees to pay the DQP directly, for his/her services.
B. DUTIES OF SHOW SECRETARY 1. To apply annually to TWHSA for dates for the show. Allow at least 30 days between the date of application and the show date requested. The TWHSA may withhold assignment of a date for an affiliated show if the show has indebtedness to TWHSA. 2. To furnish a copy of the prize list to TWHSA immediately upon publication. The following must be included on the premium list: “Persons on federal disqualification cannot transport horses to this show and can participate only as a spectator.” 3. To send to TWHSA a list of Show Officials officiating at the show. 4. To be responsible for all matters in connection with entries, including issuing back numbers. 5. To furnish judges cards, included with the TWHSA show packet, with name of class printed on the card. If a multi judge system is used, see Chapter 6, Section D for details of preparing judges cards. 6. To furnish the DQP with the following: · Class sheets for each class that is to be inspected. · Copy of premium list and/or Program. · Table and chairs · Shelter from the weather · Adequate lighting and electric outlet 7. To have a copy of current TWHSA Horse Show Rules available for reference at all times during the show. Rule book will be furnished with show packet. 8. To report in writing to TWHSA any act on the part of any person deemed prejudicial to the best interests of the TWHSA. Matters to be so reported include discourtesy to a judge, DQP, show official and spectator, removal by an exhibitor of his horses from the show grounds, or withdrawal from the show after it has commenced without permission. 9. To send to TWHSA, along with a fee of $1 per entry, class entry sheets postmarked within 14 days after the show, indicating the winners, post or other added entries, scratches and corrections in all classes. Class entry sheets must be signed by exhibitor, trainer or agent and must include complete names and addresses of both owners and trainers for all entries 10. To pay to HPC all fees assessed to the individuals entering the events, as indicated on the Show Managers Report.
11. To fill out Show Managers
Report and mail along with a copy of the class sheets and a check for the
assessed fees, to the Horse Protection Commission office within the time frame
as indicated on the Show Managers Report form. C. DUTIES OF JUDGES1. To report immediately to TWHSA any contacts made by any person attempting to influence the judge’s opinion in determining how a horse will be placed in any class at that show. 2. To arrive on show grounds no more than 30 minutes prior to show time. 3. To refrain from inspecting or discussing any horse entered in the show prior to the start of the show, unless requested by Show Management. Show Management must be present. 4. To conduct each class according to the procedures and rules of that class as they appear in the TWHSA rulebook 5. To excuse, eliminate or penalize, at his discretion, any entry for an infraction of TWHSA rules or for deviating from the true gaits of the Tennessee Walking Horse. 6. To excuse any bad image horse (see Chapter 1C). 7. To excuse from the ring any unruly horse or one whose actions threaten to endanger other exhibitors or horses.

D. DUTIES OF DQPs1. To be aware of all USDA rules and regulations and have an updated copy at shows and sales in which he works. 2. To understand that he has no authority in connection with the management or judging of a show except as pertains to enforcement of the HPA. 3. To disqualify from any show, sale or exhibition any horse found to be in violation of the HPA and its regulations. 4. To have available, at shows including horses shown with action devices, a set of scales, which should be calibrated before working the show.
E. DUTIES OF SHOW VETERINARIAN1. A show veterinarian may not officiate in any division of a show in which he or a member of his family is an exhibitor. 2. An official veterinarian will assist show management in all matters pertaining to the health and welfare of horses in the show. 3. The official veterinarian’s decision, if requested by the judge, as to the serviceable soundness of a horse, will be final for the purpose of awarding ribbons in the class for which he has been called.
F. DUTIES OF TIMEKEEPERS1. A timekeeper cannot officiate in a class in which a member of his family or any of his clients is competing. 2. The timekeeper shall record the official time of each exhibitor for any speed versatility class or other timed events. 3. One timekeeper shall be used if an electronic stopwatch is utilized. If a watch with a second hand is used, it is suggested that there be two timekeepers and the average between the two times shall be the exhibitor’s official time for that event |
